As an attorney, entrepreneur, and strategist, Michael Morris has spent over 20 years working with clients to navigate matters at the intersection of business, media, government, law, politics, and public policy.  With NP Agency, Mike builds on this experience to lead the firm’s technology, cybersecurity, and data practice.

President Biden appointed Mike as the first-ever Assistant National Cyber Director for Public Affairs at the Office of the National Cyber Director at the White House.  In that role, he led ONCD’s national and international strategic communications and conducted the public rollout of the President’s National Cyber Security Strategy, Implementation Plan, and the nation’s inaugural Cybersecurity Workforce and Education Strategy.  His work extended to developing the Office’s public positioning on range of complex matters relating including software liability, regulatory harmonization, artificial intelligence, space systems security, and quantum computing.  He was previously an appointee as Senior Advisor to the General Counsel at the Export-Import Bank of the United States (EXIM).

Before government service, Mike was founder of a Boston-based boutique law firm and business consultancy providing legal/compliance, strategic communications, state government and municipal relations, and business development services to leading organizations in the Massachusetts ecosystem including in clean energy, real estate development, construction, manufacturing, engineering, transportation/aviation, infrastructure, entertainment, and technology.  He was also previously SVP and General Counsel to a national strategic communications firm.  There he was part of the firm’s government relations practice, leading the technology procurement group, and launched a cybersecurity consulting offering. He’s served on the boards of three Boston-based non-profits, including a college of architecture and design, and advised countless others on their development programs and operations.

Mike is active in local and national politics as well.  He served as Treasurer and Counsel to the Super PAC Unite the Country, done advance on two Presidential campaigns, was Deputy Finance Director on a U.S. Senate campaign, and served on the finance committee for Massachusetts Governor Charlie Baker.

Mike attended Bowdoin College and Suffolk University Law School. A proud Bostonian, he lives in Northern Virginia, with his wife and two sons.
